I live in SoCal, but I live inland enough to get light frost during the winter months. This is San Diego County w/ ave. temps in the 70's during winter. Obviously never any snow or sustained cold temps. It dips into the mid to low 30's for a few hours in early morning. We never have to worry about irrigation lines or house pipes freezing.

I would like to use just water wetter and distilled water for maximum cooling, but do I need to worry about freezing? Should I use a touch of antifeeze, then distilled water and water wetter? If so how much?

You need to use 20% antifreeze anyway for lubrication and corrosion protection. That should give enough protection, especially if it's garaged.

I heard both sides on water wetter...works and doesn't work. About the only thing I found to work is to avoid city traffic as much as possible.

It absolutely does work, and in a HUGE and obvious way. Anybody who says otherwise is simply stupid or lying. It did wonders for both the XX and my RX-7, which is another hot-running vehicle.
