I did some more reading on surface hardening, and it appears you may be correct, the only way I know is to check it with a hardness tester.

The results were a lot worse than a drip in my case.
In my case it was 'hit the button, I'll be down here checking for leaks. FUCK FUCK TURN IT OFF TURN IT OFFFFFFFFFFF!!!!!'
+10 on the oil filter. You may have double-gasketed it from a previous change (I did once), or it may just be loose (a loose one or one with some crap on the gasket will trickle, but not be a high-pressure stream). It may also be time for a new oil plug crush washer.
Check the simple things first.
You're golden. Looking at the pic in the auction you can kinda see part #3 above, which is a schrader valve just like on your bike's valve stems. You better post up some pics when you get this thing done.

As long as those shocks came off a Standard or Interstate you're fine. If they came off an Aspencade you'll have a little finagling to do.

Everything you've stated will work, however you could probably go with a slightly wider tire on your rear. I think a 100/90 on the front would be good.

Hey perhaps some of the guys that went to wavy rotors would sell you their stockers? Or perhaps a set of wavy rotors for yourself?
Actually I don't use it anymore, I'm not sure why. I've ridden in the rain with it, and it'll get a little water under the plastic bezel but won't short out or anything. Good, cheap piece of kit IMO.
