A non-California spec (i.e. 49 state bike) bike cannot be registered in California unless it is used and has at least 7500 miles on the clock. So incredibly easy to get around that. My '02 bird had 1600 miles....had it shipped from Michigan. Slapped a dealer tag on it, insured it, brought title to DMV after 5 months w/7500 mi or so......which was BLANK except for seller's sig.
