This might be the point between lean to rich mixture from the ECU. If the bike's O2 senor is fooed, maybe the lean mixture can be removed for more power and smooth operation. The ECU doesn't operate closed-loop during normal operation (and it might not really even qualify as closed-loop during cold start, either).
