Otherwise some WD-40 and strap wrench should do it.... +1 Loosen the clamp, but also slide it up and out of the way. I know that when I had the Yosh cans on my bike, there was a rivet that I put in place to keep it from rotating. I had to drill a hole and put the rivet in, then slide the clamp over both.
