Black plate under chain/sitting on top of swing arm leaking

I tightened the screw on it and clean/lubed the chain but after riding I notice black crap slowly leaking from this plate.....is that normal?

The grease/grunge from the chain and road collect on and under the chain guide. That's the "leaking" you are seeing.

+1 I almost freaked out when I first got my bird and saw a leak. Then I composed myself and thought impossible Hondas don't leak

Dude, that's the reserve oil reservoir! You need to take it off and replace the gasket!

Rethinking.....

You should take it in for service at your local dealer so a professional can take a look at it. The chain can sometimes rub a hole into that filling lid for the oil that you speak of.
