Needing ideas to fix low idle hesitation/misses.

Bike hesitates bad below 2500 RPM sometimes while other times it behaves fine. Also misses occasionally, which has happened at any RPM but is more common at lower revs. Does better when the throttle is more open, and worse when the engine gets hot. Also recently it has had a gas smell and my mileage has dropped like a rock. I used to get about 40 on the highway and now I can't make 25.

When it first started hesitating I changed the plugs which fixed it for a day then the problems returned. My guess is that one or all of the cylinders are running rich, but I'm open to ideas both on how to fix to a/f ratio or if I have another problem entirely.

You don't say what year your bike is but it might be a fuel pressure regulator.

Its a '99 so it is Fuel Injected. The fuel pressure regulator is something I hadn't thought about, but does make a lot of sense. Thats what I'll try next thanks for the help.
