I can not open my personal messages because the tab to click on is hidden behind two new tabs that I have not seen before marked :GALLERY" and "File Cabinet"
Underneath the two tabs is where the PM tab is located to open my inbox of PM's

Is it just me or does anyone else have this happening to them ?

Dunno... I just click on "0 New Messages" at the top of this window, and it takes me to my mailbox.

I did have problems PMing today, but it's because the PM tab is no longer next to people's names on the left side of their posts.

Where it is located is now covered over with two new tabs "Gallery and "File cabinet"

Weird. Mine are right where it's always been. Must just be on your end!

Sounds like you are using way to low a resolution on your screen. Try resetting it to a higher value briefly just to test.

that was it.

If I close my favorites so the screen goes wider then everything is nomal.
When i make the screen narrower then the "Gallery" and "File Cabinet" tabs drop down and cover the "0 New Messages" tab.

Obviously was a change made with the new set-up
