I kind-of rolled mine right in place over the tire without removing anything. I do have the motoTech undertail so no fender to get in the way.

I was able to put mine on without removing the wheel. I did remove the license
plate, however, as it was a bit in the way and would have likely scratched the
hugger if it had been in place.
