I tightened the screw on it and clean/lubed the chain but after riding I notice black crap slowly leaking from this plate.....is that normal?

The grease/grunge from the chain and road collect on and under the chain guide. That's the "leaking" you are seeing.

+1 I almost freaked out when I first got my bird and saw a leak. Then I composed myself and thought impossible Hondas don't leak :lol:

Dude, that's the reserve oil reservoir! You need to take it off and replace the gasket!

Rethinking.....

You should take it in for service at your local dealer so a professional can take a look at it. The chain can sometimes rub a hole into that filling lid for the oil that you speak of.
